The reason was environmental, not acute human toxicity: Musk Xylol was classified as very persistent and very bioaccumulative (vPvB) in aquatic environments. Within Pakistan, the IFRA prohibition is not legally binding unless formulators choose IFRA compliance or supply IFRA-member brands or export to regulated markets. Pakistani formulators targeting domestic markets may use Musk Xylol within local law; those exporting to EU, UK, Gulf, or IFRA-member markets must not include it.
